PURPOSE
The Department of Economic Development (DED)Business and Community Services Division is making funding available in a one-time allocation to support the “Training for Tomorrow” program for Missouri community colleges.
Training for Tomorrow is an investment of funding to increase the capacity of the Missouri community colleges to develop new and expanded programs designed to retrain and re-employ Missourians in middle-skill occupations that will help drive the economic recovery.
New Programming is that which is new to the school and new to the area served.
Expanded Programming is existing programming at the school, but is suffering from lack of ability to meet student demand and industry demand.
AUTHORIZATION
Consolidated Security, Disaster Assistance, and Continuing Appropriations Act of 2009 (Public Law 110-329)
ELIGIBLE APPLICANTS
County governments in which the U.S. President declared a major disaster under title IV of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (all counties except DeKalb, Clinton, Caldwell, Clay, Jackson, Lafayette, Henry, and Benton), in which a community college maintains an office or school, may apply on behalf of the community college. Community colleges may not apply directly to the DED. A county government sponsor is required.
PROGRAM BENEFITS/ELIGIBLE USES
All costs related to increasing the capacity of the community college, and related to the new and expanding development of programs as outlined in the budget and detailed in the grant award. The funds may not be used to replace existing salaries or to pay existing overhead. The funds must be matched with detailed invoices. Any use of outside agents or professional services for which a fee for service is incurred must follow CDBG procurement and contracting standards. Reasonable travel, printing, and other administrative and office costs are eligible, if directly related to the activities described in the grant award.
FINDING LIMITS
There is a $12 million total funding pool available in a one-time competitive funding round.
There is no maximum per application amount for this funding. Awards will be based in part on the number of persons needing access to the skill set or curriculum which is provided as a function of known and projected business demand and known and projected workforce supply. Applicants should leverage all available local funds and other state and/or federal funding.
APPLICATION/APPROVAL PROCEDURE
The sponsoring county government makes the application to the Department of Economic Development, using the prescribed application form and by the prescribed deadline date and applies “on behalf of” the community college. Completion of the application is a collaborative effort between the county government and the community college. The application form can be found at: www.ded.mo.gov.
Applications must be postmarked no later than: Monday, February 15, 2010. One original signed and three fully completed copies of the application must be submitted by the deadline date in order to be considered for funding. Applications must be mailed or delivered to:

The DED Division of Business and Community Services staff and the Division of Workforce Development staff will review, evaluate and recommend awards for the use of the funds from the eligible applicant pool.
Proposal Criteria: The priorities for funding include, but are not limited to:
- “Well planned activities” represented by: a detailed description of the capacity building actions required to develop new programming;
- “Need” represented by: a proven market demand for the new programming;
- “Local Collaboration” represented by: the identification of partners with business and industry to assist in program design;
- “Consistency of effort” represented by: proof of alignment with local economic recovery efforts;
- “Final product” represented by: the creation or addition of specific high demand career pathways; and
- “Beneficiaries” represented by: a detailed implementation plan for program use.
Awards will be announced publicly and new grantees will be notified in writing.
SPECIAL PROGRAM REQUIREMENTS
No administration allowance is available using CDBG funds. Applicants and Community Colleges may claim the costs of administrative oversight as an in-kind match to the grant.
Colleges may only receive one grant award. The funds may only be used to support activities necessary to support capacity building and may not be used for bricks and mortar projects. Special conditions apply when Quality Jobs is used at the same time as other programs that affect state withholding taxes (New Jobs Training, State TIF, MODESA).
