Downtown Revitalization

Sprawl and disinvestments have left many Missouri downtowns empty causing a loss of tax base, loss of density, and loss of a center for community activities.  Many organizations offer assistance for communities interested in a revitalization effort.  The highest success rate comes with communities who understand that revitalization is a comprehensive effort combined with a solid long-range plan.  That plan must be specific to the community.  There is not a “one size fits all” method to successful downtown revitalization.  Communities that recognize and build on their unique qualities and circumstances combined with a tremendous amount of evenly distributed local will and local effort can and will move toward a well-defined outcome. 

The Business and Community Services Division offers both financial and technical assistance to communities who have developed “projects” as part of their redevelopment plan.

The following is a list of activities familiar to downtown revitalization:

  • Completion of a well defined, comprehensive, redevelopment plan that defines a series of specific desired outcomes with goals and action steps that move the community toward success
  • Formation of a downtown organization or adoption by another local organization that will represent all of the interested parties in the effort.
  • Acquisition of property for reuse or redevelopment
  • Assessment of environmental issues, including historic properties
  • Market analysis
  • Creation of calendar of downtown events and marketing opportunities
  • Demolition of property not feasible to rehabilitate
  • Waterline construction/replacement
  • Sewer line construction/replacement
  • Sidewalk construction/replacement
  • Lighting
  • Parking facilities
  • Electrical/gas line
  • Streets
  • Drainage

Best Practice:

  • The city of Clinton had almost 100% participation and support from their downtown businesses, both financial and otherwise.  They used a CDBG award to address water system upgrades in the downtown area, with city funds paying for street and sidewalk improvements.  They have an active downtown organization, which was instrumental in developing a common visual theme throughout the downtown area.  They also used local incentives to further encourage participation.
  • The keys to a successful downtown revitalization are planning and establishing partnerships.  Cities and towns with the ability to do both of these well have a higher chance of success!
