New Neighborhood Stabilization Program - Emergency assistance to state and local government to help them respond to rising foreclosures and declining property values.

New CDBG Disaster Supplemental Funding - Funds for necessary expenses related to disaster relief, long-term recovery, and restoration of infrastructure, housing and economic revitalization in areas affected by hurricanes, flooding and other natural disasters that occurred during 2008.
